I have found that if I open Photos first, then unlock the iPhone before connecting it to the computer it tends to work better. I've also found that if you are trying to transfer less than photos is tends to work better.

I've purchased a small flash drive that connects to the lightning port of my iPhone and there is an app on the iPhone an it will copy the photos over to the flash drive and you can transfer them to the computer.
